CCDCOE launches new pilot course on international law and the AI–cyber interplay

The NATO Cooperative Cyber Defence Centre of Excellence is launching a new advanced legal training course, International Law and the AI-Cyber Interplay. The pilot iteration will take place in Vienna, Austria, on 14–18 December 2026. Registration is open until 30 October 2026.

The course aims to strengthen the ability of state and military legal advisors to understand the legal framework applicable to military operations in cyberspace, and to deliver competent and informed legal advice with due regard to the specific features and implications of the use of AI.

The International Law and the AI-Cyber Interplay Course is the natural continuation of the International Law of Cyber Operations Course (ILOCOC), building upon and expanding participants’ existing knowledge of international law as it applies to cyberspace, while enriching this knowledge through an examination of the interplay between AI and cyberspace.

The course is designed for state and military legal advisors who already possess a basic understanding of the International Law of Cyber Operations and who wish to gain and strengthen their knowledge in this emerging legal field.

The first residential pilot is planned with the perspective of establishing the course on a continuous, annual basis as an advanced legal training course on the AI–cyber nexus.

The advanced training course is supported by the Science for Peace and Security Programme.
