Greetings from Tallinn, Estonia!

On behalf of CCD CoE Director Lt Col Ilmar Tamm and the entire Cooperative Cyber Defence Centre of Excellence, welcome to the 2009 Conference on Cyber Warfare!

Our worldwide Call for Papers has yielded an impressive agenda: 29 presentations from 13 countries, written by some of the best and brightest minds in academia, government, business, and the military.  They cover the emerging field of cyber warfare in theory and in practice, from both strategic and tactical perspectives.  Luminaries such as Mikko Hypponen, James Lewis, Jose Nazario, Felix Leder, Tillmann Werner, Roel of Temmingh, Amit Yoran, and Billy Rios highlight a program that begins with a presentation by The Information Warfare Monitor of the biggest network security story of the year, Tracking Ghost Net: Investigating a Cyber Espionage Network.

As you will see, Tallinn is the perfect city in which to hold this event. Its rich history and traditions lend it a wisdom that few other cities in the world can match, while its eyes are firmly fixed on the - digital and hopefully secure - future.
