
Martin Luts received MSc in IT Governance from Tallinn University in August 2004 and is currently a PhD student at Tallinn University of Technology, Faculty of Infotechnology, Department of Informatics. BSc in Computer and Systems Engineering was acquired from Tallinn University of Technology in 1998. Martin has expert knowledge and experience in the Semantic Web, knowledge engineering, domain modelling, service annotation, information system engineering and auditing, data quality, GIS. Martin has supervised several master students with their theses in the above-mentioned areas. Martin is a certified information system auditor (CISA). He has R&D and international project management experience since 2004 from The Estonian Information Technology Foundation and Department of State Information Systems, Ministry of Economic Affairs and Communications of Estonia. He has published several popular scientific papers. Since 2005 Martin has actively leaded Estonian public sector's semantic initiative. Since 2007 he serves as nominated national expert at European Commission's IDABC/SEMIC programs as member of SEMIC Advisory Group and member of Semantic Interoperability Expert Group. In 2008 Martin joined ELIKO Competence Centre in Electronics-, Info- and Communication Technologies as a researcher.
