
Fyodor Pavlyuchenko was born in Minsk, Belarus in 1976. He graduated from Belarus State University in 1999. Since 1997, he has been involved in a number of high-profile Belarusian Internet projects. Since 2000, he has developed, maintained and promoted www.charter97.org, the leading independent news website in Belarus. Fyodor created the IT-resource bybanner.com for the dissemination of information on Belarusian Internet news, and has participated in the creation and development of Belarusian newspapers and online publications.
Abstract of the Presentation: Belorussia in the context of European Cyber Security
This research begins with an introduction to the history of Belarusian Internet resistance, and then focuses specifically on the methods of attack that have been directed against Belarusian independent websites.
It provides an evaluation of the countermeasures that have been used against them, and their effectiveness. It offers a detailed description of recent attack trends, including insight gained from logfile analysis.
From a strategic perspective, Fyodor will discuss government power as it relates to the Internet, cyber crime in the former Soviet Union, and he will specifically address the issue of freedom-of-speech on the Internet.
In particular, he will argue for the need to support freedom-of-speech as one of the best ways to protect against cyber attacks in the future.
Finally, he will address the relationship of the attacks on Estonia and Georgia to the situation in Belarus, and his plans for future research and analysis.
