CCD COE is located in Tallinn, the capital of Estonia.

While Estonia is one of the smallest NATO countries, it is also one of its most advanced in the use of Information Technology (IT).  Estonians now conduct almost 100% of their banking online, and have participated in the world’s highest per capita online voting process.

The robust nature of Estonia’s wired society means that the country is also IT-dependent, and therefore dependent on IT security.  Estonia has been a world leader in public and private sector information security efforts.

The cyber attacks against Estonia in April 2007 showed not only that cyber defence issues are critical to address, but that an entire nation can in fact become the target of a cyber attack.  Fortunately, the event also showed that a skillful response, including public and private sector partnership at the international level, can substantially mitigate the effect of such cyber attacks.
