International Cyber Conflict
Legal & Policy Conference 2009
September 9-10, 2009
Tallinn, Estonia
This expert-level conference will be organized in cooperation between the NATO-accredited Cooperative Cyber Defence Centre of Excellence (CCD COE) and the George Mason University Center for Infrastructure Protection (CIP).
The conference focuses on the legal and policy aspects of cyber conflict and is intended to:
· promote closer collaboration among the international community of leaders and experts in government, private sector, and academia;
· share current initiatives and best practices of cyber conflict management;
· develop a common understanding of the multidisciplinary and layered approach to cyber conflict management;
· initiate an international dialogue that facilitates creation of the ideal curriculum for cyber conflict education and training programs.
Wednesday, 9th September:
Morning Session:
· Release and discussion of a new publication of legal analysis and case studies of 2007-2008 cyber incidents.
· Presentations and panel on the various lexicons used to manage cyber incidents (technology, law enforcement, emergency response, intelligence, government policy/leadership, military, business, etc.). Focus on the operational and policy complications due to multiple lexicons and priorities regarding cyber incident management.
Afternoon Session:
· Presentations and panel on national and organizational priorities regarding cyber security and cyber defence (individual countries, NATO, European Union, ICANN etc.). Discussion of ideas for an international clearinghouse of cyber conflict resources, best practices, and lessons learned.
Thursday, 10th September:
Morning Session:
· Presentation on the Schmitt Analysis, a tool for defining cyber conflict in the context of the Law of Armed Conflicts. Introduction to the Frameworks of International Cyber Security (FICS), a tool for categorizing and determining the legal consequences of the incidents, harmonizing cyber incident management processes and decision-making.
· Discussion of implications of FICS for national policy-making and legal drafting (incentives, interaction, cooperation) and international coordination.
Afternoon Session:
· Panels on education and training for cyber security and cyber defence, highlighting the need for a multidisciplinary approach (including areas like diplomacy, intelligence, military, policy/government, law, and economics/business).
Friday, 11th September:
- Follow-up working groups on Conference conclusions, proceedings and way ahead (by invitation only).
